ISPM 15: the pallet under the cargo has to be treated and marked.

ISPM 15 is the international standard for wood packaging material, such as pallets, crates, boxes, and dunnage, that moves across borders. The wood must be debarked and treated, usually by heat treatment (HT) to at least 56°C at the core for 30 minutes, and stamped with the IPPC mark: the wheat-ear symbol, the country code (CN for China), the producer’s registration number, and the treatment code. Processed wood such as plywood, particleboard, and OSB, and wood thinner than 6 mm, is exempt. At destination, wood packaging without a valid mark can be treated, sent back, or destroyed at the importer’s cost. Yihang checks the mark before the cargo reaches the terminal.

Wooden crates at a terminal

What the mark must show

  • The IPPC wheat-ear symbol
  • The country code, CN for China, and the producer’s registration number
  • The treatment code: HT for heat treatment, MB for methyl bromide, DH for dielectric heating
  • Legible, permanent, on at least two opposite sides of the pallet or crate

What is exempt

  • Plywood, particleboard, OSB, and veneer, because they are processed wood
  • Wood thinner than 6 mm
  • Plastic, metal, and paper pallets
  • The cargo itself: ISPM 15 covers the packaging. Timber products have their own rules

Questions shippers ask

What is ISPM 15?

The International Standard for Phytosanitary Measures No. 15, published by the IPPC. It requires wood packaging in international trade to be treated against pests and marked. Most trading countries enforce it, including the United States, Canada, the EU, Australia, and New Zealand.

Is plywood packaging ISPM 15 compliant?

Plywood, particleboard, and OSB are processed wood and are outside the standard, so a crate made only from them does not need the mark. A crate that mixes plywood panels with solid-wood battens does need it for the solid wood.

What happens if the pallet has no mark?

The destination can order treatment, re-export, or destruction, at the importer’s cost, and the cargo waits. On exhibition cargo, that can mean missing the hall’s deadline.

Can Yihang supply treated pallets?

Say so on the inquiry. The desk can arrange treated, marked wood packaging or check what the factory uses before pickup.
