Who it is for
- Importers of plywood, LVL, MDF, particleboard, or veneer
- Buyers of flooring, doors, cabinets, and furniture
- Buyers combining several wood suppliers in one container
Solutions
Wood products from China are planned on weight, moisture, and the documents the destination asks for. Plywood and other panels are dense, so a 40-foot box can reach its payload before it is full. The pallets, crates, and solid-wood bracing under the cargo have to meet ISPM 15 even when the plywood itself does not. The United States asks the importer for a Lacey Act declaration, and asks the mill for TSCA Title VI labels on composite panels. The EU Timber Regulation still applies until 30 December 2026, when the deforestation regulation takes over for large and medium operators. Yihang does not file either declaration. The quote, before booking, asks whether the mill can give the importer what that destination requires. Furniture from several factories in Foshan or Dongguan can move in one container.
| Destination | What has to be on the file | Who files |
|---|---|---|
| United States | Lacey Act: species and country of harvest. Composite panels: TSCA Title VI certification and labels from the mill. | The US importer files Lacey. The mill supplies the panel certificate. |
| European Union | EU Timber Regulation until 30 December 2026. From that date, the deforestation regulation applies to large and medium operators, and to micro and small operators already covered by the timber regulation. Other micro and small operators follow on 30 June 2027. | The EU importer files. Yihang does not. Booking waits on the mill’s documents. |
| Other countries | ISPM 15 on pallets, crates, and solid-wood bracing. Plywood, particleboard, and OSB are exempt. Canada can order non-compliant packaging treated, disposed of, or removed. | Checked before the cargo reaches the terminal. |
Dates and document names follow the authorities linked below. The quote repeats them for the shipment in front of us.
These are failures published by cargo insurers and border agencies. They are not a named Yihang client. The fix is what the quote specifies before loading.
Panels are dense. A 40-foot high cube can reach its payload with space left, and a booking made on CBM alone is the one that gets refused or split. Send the weight of each crate with the CBM. The quote plans on the heavier of the two.
Plywood is outside ISPM 15. The solid-wood battens, blocks, and dunnage under it are not, once they are thicker than 6 mm. Canada’s food inspection agency says packaging with no ISPM 15 mark, too much bark, or signs of live pests can be ordered treated, disposed of, or removed from Canada, and the cargo waits. TT Club makes the same point for the timber used to brace steel coils. On the file, the bracing is treated and marked, or it is processed wood, and someone looks at the mark before the truck leaves the factory.
Panel type, thickness, solid or processed wood, packing, and the weight per crate.

Plywood, MDF, particleboard, and veneer are processed wood and are outside ISPM 15. The pallets or crates they sit on are not. Some destinations still ask for certificates on solid timber products. The reply names what your destination asks for.
Many wood products need a Lacey Act declaration naming the species and the country of harvest, filed by the importer. Composite panels such as hardwood plywood, MDF, and particleboard need TSCA Title VI formaldehyde certification and labels from the maker. Ask your supplier for both before the goods are packed.
Panels are dense. A 40-foot high cube can reach its payload with space left inside. Send weight per crate as well as CBM; the quote plans on the heavier constraint.
No. The importer in the EU files it. From 30 December 2026 it applies to large and medium operators, and to micro and small operators already covered by the EU Timber Regulation. Other micro and small operators follow on 30 June 2027. Until then the timber regulation still applies. The quote asks, before booking, whether the mill can supply the harvest location and the documents the importer needs.
