Guide

No carnet does not mean no show.

When an ATA carnet is not accepted or not worth it, exhibition goods can still enter temporarily. In the US, a temporary importation bond (TIB) is set up through a customs broker. Many countries accept a cash deposit or bank guarantee against the duty, refunded when the goods leave. Brazil uses its own temporary admission regime, filed by a Brazilian party. For low-value goods, or goods that may be sold, a normal import is often simpler. Yihang Shipping compares the routes once the goods list, the values, and the destination are known.

Temporary import without a carnet

The routes

  • ATA carnet: several countries, up to a year, deposit paid in China
  • Temporary importation under bond (US) or a local guarantee: one country, one entry
  • Cash deposit against duty and tax, refunded on re-export
  • Normal import: pay duty and tax, no clock to watch

How to choose

  • Goods visiting several countries: carnet
  • One country, high value, goods returning: carnet or bond, priced side by side
  • Low value, or likely to be sold: normal import
  • Brazil: temporary admission through a Brazilian importer or dealer

What breaks a temporary import

  • A return invoice that does not match the inbound description
  • Pieces swapped, added, or sold without a declaration
  • Missing the time limit for re-export
  • No record of the goods leaving

Questions exhibitors ask

What is a temporary importation bond?

A US customs bond that lets goods enter without paying duty, on the condition that they leave within the time allowed. It is set up by a US customs broker for that entry. If the goods do not leave, the duty is claimed against the bond.

How does Brazil handle exhibition goods?

Through admissão temporária, Brazil’s temporary admission regime, filed by a Brazilian party. German chambers of commerce report that ATA carnets have not been usable for Brazil since 2022, so plan around the Brazilian regime.

When is a normal import better?

When the goods are cheap, when they will probably be sold or given away, or when the time limit is risky. You pay duty and tax once and there is no write-off to chase.
